Trina Lapier, director of advertising for The Gazette in Montgomery County, was named Ad Director of the Year in the non-daily category by the Suburban Newspapers of America.
Optelecom-NKF of Germantown named Charles L. Queri sales director for the Americas. Previously, Queri was sales director for Primas Software and also worked for US LEC, Intermedia Communications and Siemens Communications.
DPR Group of Germantown promoted Dayna Guzik to senior account executive and Kate Parker was named an account coordinator in its Cary, N.C., office.
The Washington Group of MassMutual in Bethesda named Lorin S. Greber to build a division of fee-based financial planners. Previously, Greber was a managing principal with Lincoln Financial Advisors.
Marc A. Siegel was named to the Financial Accounting Standards Board in Norwalk, Conn. Previously, Siegel led the accounting research and analysis team at the RiskMetrics Group in Rockville.
New Enterprise Associates of Chevy Chase promoted the following: Harry Weller to general partner; Rohini Chakravarthy and Jon Sakoda, both to partner; and Ali Behbahani to principal. Before joining New Enterprise, Weller was a partner at FBR Technology Venture Partners; Chakravarthy was head of wireless, corporate business development at Cisco Systems; Sakoda was co-founder of IMlogic, Inc.; and Behbahani was a consultant in business development at The Medicines Co.

Verizon Wireless in Laurel promoted Mike Maiorana president of its Washington-Baltimore-Virginia region, succeeding Tami Erwin, who was named president of the company's West area operation. Previously, Maiorana was vice president of national government sales and operations.

Crosby Marketing Communications of Annapolis named Leanne Petti senior copywriter. Previously, Petti worked for Hal Riney & Partners, Euro RSCG and the Design Channel.
Gordon, Feinblatt, Rothman, Hoffberger & Hollander of Baltimore named Alison L. Asti to lead its sports and economic development practice group under the name Asti Strategic Advisors. She will also be a member of its real estate and business law practice groups. Previously, Asti was executive director and general counsel for the Maryland Stadium Authority, and a partner and associate at Gordon, Feinblatt.
The National Coalition for Quality Colorectal Cancer Screening and Care in Annapolis named Randall H.H. Madry executive director. Previously, Madry was deputy commissioner for the North Carolina Department of Insurance and president and CEO of the American Accreditation Health Care Commission.
Paul G. Skalny, a principal of Davis, Agnor, Rapaport & Skalny in Columbia, joined the Howard County Arts Council Board of Directors.

Black & Decker Corp. of Towson promoted Michael D. Mangan to senior vice president and president of its Worldwide Power Tools and Accessories business. Previously, Mangan was senior vice president and CFO. Earlier, he was CFO of the Ryland Group and also worked for General Motors.
Legg Mason of Baltimore named Joseph A. Sullivan chief administrative officer. Sullivan rejoins the company after working at Stifel Nicolaus. He previously worked for Dain Bosworth and Piper Jaffrey.
Semmes, Bowen & Semmes of Baltimore named Brett S. Lininger to its lobbying and government relations, and corporate and business practice groups. Previously, Lininger was director of government relations for the Maryland Insurance Administration.
CompuDyne Corp. of Annapolis named James G. Roche, former Air Force Secretary, a director. Roche also worked for Northrop Grumman and was Democratic staff director of the Senate Committee on Armed Services.

The Maryland Economic Development Corp. in Baltimore named Leonard R. Sachs chairman, succeeding H. Lee Boatwright III, who was chairman for more than 20 years. Boatwright remains on the board. Martin G. Knott Jr. succeeds Sachs as vice chairman.
