Construction is stalled at the site of the Watkins Mill Town Center, a 15-year development project city officials said would rival the Reston Town Center in Reston, Va. Plans showed an urban core including nearly 2 million square feet of hotel and office space. An adjacent project calls for a 40-acre urban village with 13 restaurants and a movie theater, retail, a venue for live performances, a new county police station and nearly 1,500 residences.
