Two charged in drive-by shooting

Two men were arrested hours after a drive-by shooting Aug. 22 that wounded a Silver Spring man, Montgomery County police said.

Arin Devon Talley, 18, and Felix Ebou Ntam, 20, both of no fixed addresses, were each charged with attempted first-degree murder, possession of a handgun during the commission of a felony, first-degree assault and possession of a controlled dangerous substance with intent to distribute, police said. They are both being held without bond.

The victim was released from a local hospital the night of the shooting after being struck in the wrist and buttocks, police said.

The incident happened shortly after 7 p.m. in the 14400 block of Sandy Ridge Road off Bonifant Road in the North Sherwood Forest neighborhood. Talley and Ntam drove up to the victim and accosted him, police said. One of the suspects then fired several shots, police said, before fleeing the scene.

Talley and Ntam were found a short time later near Bel Pre and Layhill roads and arrested without incident, police said.

Police have not yet determined a motive for the shooting, Officer Melanie Hadley said. The victim told police he did not know Talley or Ntam, she said.
