Police: Frederick man touched teen

A 31-year-old Frederick man was arrested early Monday after allegedly making sexual gestures and inappropriately touching a 13-year-old girl in a Gaithersburg drug store, Gaithersburg police say.

Kostas V. Kokolakis was charged with second-degree assault and third-degree sex offense, according to police charging documents filed in Montgomery County District Court.

Police arrived at 12:56 a.m. at a CVS, at 546 N. Frederick Ave., in response to call that a man who allegedly assaulted a 13-year-old girl, the charging documents state.

The 13-year-old was standing in the toy aisle with her female cousin while waiting for her aunt to get her prescription filled when she noticed a man was staring at them, the documents state.

The man walked past the aisle to the other side and continued to stare at the girls, then reportedly walked toward them and made sexual gestures, the documents state.

When the girls attempted to walk past him, the man blocked their path, causing the girls to sidestep around him, the documents state.

As the 13-year-old walked by, the man whispered something in her ear and touched her inappropriately, the documents state.

The girl then hurried to tell her 29-year-old aunt and alerted the store security guard, who located the man at the rear of the store while police were called, said Gaithersburg police spokeswoman Elena Ingram.

Kokolakis posted $20,000 bond and was released from the Montgomery County Detention Center in Rockville on Monday, a jail representative said.
