Members of the Montgomery County Volunteer Fire and Rescue Association dropped off more than 19,000 petitions to have the ambulance fee question put on the September ballot. Previously, the group had collected more than 32,000 signatures. About two-thirds of those were discarded as invalid. At the Thursday dropoff at the Board of Elections office in Gaithersburg, Eric Bernard, executive director of the association, gave the petitions to Betty Ann Lucey, voter registration manager.
