Off-duty officer shoots, kills Langley Park man in altercation

An off-duty Prince George's County police officer shot and killed a Langley Park man after an altercation in an apartment complex Saturday afternoon.

Four-year veteran officer Steven Jackson was working as a part-time security guard at an apartment complex in the 8000 block of 14th Street at the time of the shooting. He was attempting to arrest apartment resident Manuel de Jesus Espina, 43, for committing an alleged alcohol violation, police officials said. When Jackson attempted to place Espina under arrest, the man fought back and Jackson used both his pepper spray and baton on Espina. Espina's son, Manuel de Jesus Espina Jacome, 26, arrived and tried to take Jackson's baton away from him.

Jackson shot Espina once in the torso with his issued handgun and the man was taken to a local hospital where he later died, said police spokesman Cpl. Clinton Copeland. Jackson sustained minor injuries.

Jacome was arrested on the scene without incident and charged with assaulting a police officer. Other lesser charges are pending, said Officer Henry Tippett, a spokesman for the department. Police officials did not know if Jackson speaks any Spanish.

Jackson has been placed on administrative leave in accordance with departmental policy while the department's Special Investigative Response Team investigates the shooting.
