APE-BridgePath Scientific of Frederick named Tim Bossler senior technical director.

Montgomery

Neuralstem Inc. of Rockville named Thomas Hazel executive vice president, research. Previously, Hazel was chief science officer at Innovative BioSensors and also worked at Neuralstem and the National Institutes of Health.

Visual Mining of Rockville named Michael Brooks vice president of business development. Previously, Brooks worked for Theoris, Unica and Ernst & Young.

USEC Inc. of Bethesda promoted Russell B. Starkey from interim vice president, American Centrifuge to vice president, American Centrifuge in Piketon, Ohio. Previously, Starkey worked for Carolina Power & Light Co.

Robert J. Stevens, chairman, president and CEO of Lockheed Martin in Bethesda, was inducted as a full member of the International Academy of Astronautics.

Schnabel Engineering of Glen Allen, Va., promoted Jeffrey Nelson to principal in its Gaithersburg office.

Orthodontist Nahid Maleki of Potomac, who practices in Washington, was elected to represent the Middle Atlantic Society of Orthodontists on the American Association of Orthodontists Board of Trustees. Previously, Maleki was a member of Georgetown University's orthodontic faculty.

Sucampo Pharmaceuticals of Bethesda promoted chief accounting officer Jan Smilek to acting CFO, succeeding Mariam E. Morris, who resigned. Before joining Sucampo in February, Smilek was senior director of finance at Vanda Pharmaceuticals and also worked for McGraw-Hill Cos. and PricewaterhouseCoopers. Also, the company's European subsidiary, Sucampo Pharma Europe, named David Dodds commercial director of Europe. Previously, Dodds was senior international marketing manager for Pharmion Ltd.

Councilor, Buchanan & Mitchell of Bethesda named Anna K. Jones an audit supervisor.

American Capital of Bethesda promoted Steven W. Burge, 52, to president, North American private finance; COO Ira Wagner, 55, to president, European private finance; CFO John Erickson, 48, to president, structured finance; and Gordon O'Brien, 43, to president, specialty finance and operations. Malon Milkus remains chairman and CEO, but is no longer president. Senior vice presidents and regional managing directors Brian Graff and Darin Winn were named senior vice presidents and senior managing directors.

The American Nurses Association of Silver Spring promoted Mary Jean Schumann from director of nursing practice and policy to chief programs officer. Previously, Schumann was executive director of both the National Organization on Adolescent Pregnancy, Parenting and Prevention and the National Certification Board of Pediatric Nurse Practitioners. She also was chief nursing officer at Tomah (Wis.) Memorial Hospital.

Discovery Education, a division of Discovery Communications of Silver Spring, promoted Coni Rechner from vice president of marketing to vice president of digital sales in Evanston, Ill. Previously, Rechner worked for United Learning. Discovery Education also named Kurt Fichtman sales director in Charlotte, N.C. Previously, Fichtman worked for The Princeton Review and owned Kurt Thomas Group LLC. Jeanie Staton was named sales manager in Charlotte. Also, Lori McFarling, divisional marketing officer in Silver Spring, was named a director of the National Education Association Foundation.

The Montgomery Housing Partnership named Maureen Sarver manager of its apartment assistance program. Previously, Sarver was a Peace Corps volunteer in Morocco.

Panacea Pharmaceuticals of Gaithersburg named Suzanne Sensabaugh vice president, regulatory affairs. Previously, Sensabaugh was vice president, biopharmaceutical development, at MDS Pharma Services. She also worked for the Center for Biologics Evaluation and Research at the U.S. Food and Drug Administration, Genzyme Corp., Sicor Inc. and Teva Pharmaceutical Industries. She also teaches clinical development of drugs and biologics at Johns Hopkins University.

Lockheed Martin of Bethesda promoted Marillyn A. Hewson, 54, to president of Lockheed Martin Systems Integration-Owego (N.Y.), succeeding Frank C. Meyer, who is retiring. Previously, Hewson was executive vice president of Lockheed Martin Aeronautics Co. in Fort Worth, Texas.

Councilor, Buchanan & Mitchell of Bethesda promoted John Mullins to audit manager, Daniel Keefer and Aleksandar Rakovic to audit seniors-in-charge, and Nicole Luna and Gemma Coronado to audit seniors.

Skanska USA Building in Rockville promoted John W. Barotti to account manager and senior vice president. Previously, Barotti was a senior vice president of operations for Clark Construction.

Prince George's

Nicholas J. D'Ambrosia, owner of GMAC Real Estate/Real Estate Service Center of Largo, was named chairman of the Maryland Real Estate Commission for a one-year term. D'Ambrosia was named to the commission three years ago.

Merrick Towle Communications of Beltsville named John-Paul Vachon production specialist and Renee Yarrington account and creative services executive.

The U-Haul Company of Metro D.C. in Hyattsville promoted Patrick Goodwin to president. Goodwin, who joined U-Haul 14 years ago, was a general manager, area field manager, senior manager, traffic control manager, executive assistant and field relief manager.

The National Association of Black Accountants elected Walter J. Smith president and CEO for two years. Smith is vice president of financial reporting at Prudential Financial in Newark, N.J.

State

Jerald B. Lurie, senior member with Adelberg, Rudow, Dorf & Hendler of Baltimore, won the Maryland State Bar Association's Distinguished Service Award for his "extraordinary effort and dedication, by interviewing hundreds of applicants for multiple judicial offices across the state."

Maroon PR of Marriottsville promoted Tim Richardson from senior account executive to vice president.

The American Breast Cancer Foundation in Baltimore named Brenda Loube, president of Corporate Fitness Works, chairwoman. It also named Bruce Mueller, executive manager with Dimension Data, and Dawn Cummings, vice president at Wachovia Bank, directors.

Victor Graphics of Baltimore named J. Michael Roeck national sales manager. Previously, Roeck was vice president of Midwest sales with Banta Co.

The following were elected directors of Baltimore Gas and Electric: Joseph Haskins Jr., chairman, president and CEO of The Harbor Bank of Maryland; Carla D. Hayden, executive director of the Enoch Pratt Free Library; and Michael D. Sullivan, chairman and co-founder of LifeSource Inc. and a director of BGE parent Constellation Energy.

Algeco Scotsman of Baltimore named William Stokel vice president of business development. Previously, Stokel was general manager for William Scotsman's operations in Spain and managing director for Goodyear companies in Great Britain, Spain and Turkey.

MedStar Health of Columbia promoted Elizabeth A. Simpson from vice president and deputy general counsel to senior vice president and general counsel, succeeding Robert J. Ryan, who retired. Previously, Simpson practiced law with Jones Day.

CareFirst BlueCross BlueShield of Owings Mills named Alok Gupta senior vice president and chief information officer. Previously, Gupta was vice president and global head of the computer-aided diagnosis and knowledge solutions business at Siemens Healthcare.

The United Way of Central Maryland named Deborah H. Diehl a director for three years. Diehl is a corporate lawyer with Whiteford, Taylor & Preston of Baltimore.

Cannon Design of Baltimore named Aminata M. Croulet a marketing coordinator. Previously, Croulet worked for HNTB, Delon Hampton & Associates and KCE Structural Engineers.

Lois Elkin, co-founder and executive vice president of Advance Business Systems of Cockeysville for 44 years, received the Business Person of the Year Award from the Baltimore chapter of Delta Sigma Pi at Johns Hopkins University.

Carol G. Cooper, an associate with Adelberg, Rudow, Dorf & Hendler of Baltimore, was named 2008-09 family law committee chairwoman for the Bar Association of Baltimore City.

Crestline Hotels & Resorts named Lynn M. Mitri sales director for the Hilton Garden Inn & Homewood Suites Hotels in Baltimore. Previously, Mitri was sales and marketing director at the Holiday Inn & Conference Center in Frederick and also worked for Capstone Hotels and Concord Hospitality.

Osiris Therapeutics of Columbia named Richard W. Hunt CFO and promoted Philip R. Jacoby Jr. from controller and interim CFO to vice president of finance. Previously, Hunt was vice president of corporate audit for Baxter Healthcare/American Hospital Supply and CFO of Global Healthcare Exchange, Neighborcare and Healthextras, and also worked for Searle Pharmaceuticals.

Mid-Atlantic Sports Network of Baltimore named Rock Kubatko an on-air personality and blogger. Previously, Kubatko was a sportswriter with The (Baltimore) Sun.

The Howard Hospital Foundation in Columbia named Paul G. Skalny, a principal of Davis, Agnor, Rapaport & Skalny of Columbia, a trustee.

The Y of Central Maryland in Baltimore named the following directors: Ruth Heltne, director of station marketing and development for WJZ-TV; Steven Koren president and founder of Koren Development Co.; and Patrick Turner, president of Turner Development Group.

Constellation Energy of Baltimore named Tony Padgett general manager of its Hillabee Energy Center in Alexander City, Ala. Previously, Padgett worked at Constellation's Rio Bravo Poso and Rio Bravo Jasmin coal-fired power plants in Bakersfield, Calif. He also worked for Calpine Corp.

Davis Calibration Services of Baltimore named Mark Rohde Sr. CEO. Previously, Rohde was a vice president with JPB Enterprises and president and CEO of Motif Design. He also worked for EMG, Network Building and Consulting, Convergys Information Management, Martin Marietta Information and Communications, and AT&T.

Terrance Hasseltine was named director of the Maryland Office of Sports Marketing, a joint initiative of the Maryland Department of Business and Economic Development and the Maryland Stadium Authority. Previously, Hasseltine was deputy executive director of the Kentucky Sports Authority and also worked for the Greater Louisville (Ky.) Sports Commission, National Association of Intercollegiate Athletics and the National Collegiate Athletic Association.

Kris McMasters, CEO-elect of Clifton Gunderson in Timonium, was named Innovator of the Year at the 2008 Forum for Women in Accounting. The award was presented by The Advisory Board, Axiom Solutions, Crosley+Company and Practice Management Report.

Under Armour of Baltimore named Anthony Deering a director. Deering is chairman of Exeter Capital and a director of Vornado Realty Trust. He is also on the board of the T. Rowe Price Mutual Funds and a member of the Deutsche Bank Americas Regional Client Advisory Board. Previously, he was chairman and CEO of The Rouse Co.

Modern Equipment Sales & Rental named Matthew Reid a sales representative in its Baltimore office.

Miles & Stockbridge PC of Baltimore named Cameron K. Weiffenbach to its intellectual property and biotechnology practices, focusing on patents. Previously, Weiffenbach was counsel with McDermott Will & Emery LLP.

Provident Bank of Baltimore promoted Vicki Cox of Ellicott City to senior vice president in its marketing division. Previously, Cox was a reporter for WMAR-TV in Baltimore and public information director for Howard County. Provident also promoted Lowell Yoder of New Market to senior vice president-division head in its Greater Washington Commercial Banking Group. Yoder joined the bank in 1994.
