Gaithersburg Councilwoman Cathy Drzyzgula wondered recently whether Pepco's haphazard lopping of tree branches might have caused some trees to fall during the July 25 storm. Instead of thinning trees throughout, Pepco cuts off large branches near power lines, as shown with here on Woodfield Road in Gaithersburg. This could make the trees more wind resistant, some experts believe, and therefore more likely to fall in heavy gusts.
