Global Environment Fund of Chevy Chase named Raj Pai a managing director in its Mumbai, India, office for its investment activities in India and South Asia. Previously, Pai was a managing director at CID Capital.

Stein, Sperling, Bennett, De Jong, Driscoll & Greenfeig PC of Rockville named Nindiya G. Ramchandani a member of its personal injury law practice group. Previously, Ramchandani was a judicial intern to the chief justice of the 14th Court of Appeals in Texas and an instructor with Street Law Inc.

Global Science & Technology of Greenbelt named Michael S. Walker director of new business development, focusing on NASA and National Oceanic and Atmospheric Administration contracts. Previously, Walker worked for Arinc and Serco Group.

Whiteford, Taylor & Preston of Baltimore named Thomas Joseph Francella Jr. counsel in its Wilmington, Del., office.

Crosby Marketing Communications of Annapolis named Matthew Kilmurry interactive project manager and promoted Fred Jorgensen to vice president of interactive services. Previously, Kilmurry was director of marketing for SurfTrends.

Merkle Inc. of Columbia named Ed Forman vice president of professional services in its commercial database group in Little Rock, Ark., and Najeeb Uddin vice president, database solutions in its nonprofit group. Previously, Forman was chief information officer and chief technology officer for Targetbase. He also worked for Rapp Collins Worldwide. Uddin was vice president, client services at Convio and also worked for GetActive Software, USi and Appshop.

Dewberry of Fairfax, Va., announced the following promotions: senior engineer Joanne M. Cheok and civil engineer Marc A. Mezzanotte to senior associate in its Frederick office; civil engineer C. Peter Okafor, to senior associate in its Gaithersburg office; Alejandro Villegas to senior associate in its Lanham office; and department manager Kenneth R. Davis and landscape architect David L. The Maryland Association of Certified Public Accountants in Towson named Arthur E. Flach, managing partner at Grant Thornton in Baltimore, board chairman. Other officers are William T. Greg Tronto, 44, business leader for single-use bioprocess components at W.L. Gore & Associates in Elkton, was named a director of the Delaware BioScience Association.

Network 2000 of Baltimore named Eileen Rehrmann of Baltimore president. Rehrmann, president of Eileen M. Rehrmann and Associates, is a former Harford County executive. Other new officers are president-elect, Ellen Yankellow of Monkton, president and CEO of Correct Rx Pharmacy Services; vice president, Karen Weatherholtz of Baldwin, of Leadership Unlimited; secretary, Diane D’Aiutolo of Baltimore, partner at Tydings & Rosenberg; treasurer, Louise Phipps Senft of Baltimore, president and owner of Louise Phipps Senft and Associates.

The Restaurant Association of Maryland in Columbia named Paul Hartgen president and CEO. Previously, Hartgen was president and CEO of the Nevada Restaurant Association and the New Hampshire Lodging & Restaurant Association, and president of the International Society of Restaurant Association Executives, and also worked for Ashworth by the Sea Hotel.

Arinc of Annapolis named Stephen Waechter vice president and CFO. Previously, Waechter was CFO, treasurer and executive vice president at CACI International and CFO with Government Technology Services and Applied Bioscience International.

Yolanda Vazquez, a reporter with Maryland Public Television in Owings Mills, won three Telly Awards: a Silver Telly for ‘‘History of WWII Medicine (Then and Now)”; and Bronze Tellys for ‘‘Baltimore Sun Coverage of WWII Through the Eyes of War Correspondents” and her ‘‘MotorWeek” segment ‘‘Texting While Driving.”

The Lukmire Partnership of Arlington, Va., named Leroy T. Artis a project architect in its Annapolis office. Previously, Artis was a project manager at Iott Architecture and Engineering and also worked for URS Corp.

PharmAthene of Annapolis named Jordan P. Karp senior vice president and general counsel. Previously, Karp worked for Constellation Energy Group, MCI Communications, Guilford Pharmaceuticals and Mentor Technologies Group. He also was an associate attorney with Hogan & Hartson.

Cristal Global of Hunt Valley promoted Jean Pierre Verbeeck to vice president, supply chain. Previously, he worked for Noveon and Upjohn Co.

The following state appointments were recently announced: Norman Augustine, former CEO of Lockheed Martin, to the University System of Maryland Board of Regents; Kevin Liles, executive vice president of Warner Music Group, to the Board of Trustees of Residential Boarding Education Programs; dentist Mark R. Frazer to the Maryland Higher Education Commission; Mary Louise Preis, former vice president with Citigroup, to the Racing Commission; Charles G. Tildon III, vice president with United Way of Central Maryland, to the Racing Commission; and dentists Maurice S. Miles, Ngoc Q. Chu and Alberto Alejandro to the Board of Dental Examiners.

The National Association of Women Business Owners installed Deborah Stallings as national secretary. Stallings, president and CEO of HR Anew of Columbia, also won the Sister Eymard Gallagher Award for Corporate Social Responsibility from the Human Resource Leadership Awards of Greater Washington for her ‘‘outstanding achievement in leadership, community service and mentoring.”

The Maryland Association of Nonprofit Organizations in Baltimore named Ann Kenworthy interim executive director. Kenworthy is affiliated with Transition Management Consulting Inc. Previously, she was interim CEO of the Entomological Society of America, The Obesity Society, the Deafness Research Foundation and the U.S. Psychiatric Rehabilitation Association.
