What are your top three priorities for the next four years, if elected?

Improving the quality of education is my number one priority. All children deserve a quality education that prepares them for tomorrow. Our children must have the tools to succeed. Our teachers must feel appreciated and supported. Teachers must receive professional development and our best teachers must be retained. I believe many good things stem from a second to none approach to education. With a quality educational system, businesses will seek to move to Prince George’s County and with more businesses, more people will want to live in Prince George’s County and our economic base will increase as will our ability to pay for those things we still need to make Prince George’s County great.

Public Safety adequate to support growth and provide peace of mind is my second priority. That may mean increasing the authority for more police officers and fire fighters more in line with our large population.

Transportation and Roads that support and complement economic development and serve the citizens’ need to travel from home to work to schools, to local amenities in and around the County. We need more from our transportation system than just getting us to and from subway stations during rush hour. How wonderful would it be to have a Metro stop at Bowie State University or better transportation between Prince George’s Community College and Bowie State University. It would make it that much easier for our young people to further their education. It would reduce congestion on the roads. It would enable students not old enough to drive to get and keep jobs in their communities.

How would you rate the performance of the current council: Why?

I would rate the council performance as Very Good, because the council has worked together for the betterment of Prince George’s County. They have started us on the road to improving education. They have built and renovated more schools in the last 4 years than we have in a long time. The current council has invested in education and is bringing Prince George’s County to the forefront in Economic Development.

Is the rate of growth in District 4 too fast, too slow or just right?

I do not believe the rate of growth is to fast. With growth comes economic development for the county. However, I believe we must work harder to make sure the infrastructures are in place for growth and development.

Hate crimes have unsettled parts of the district. What’s the best way to deal with this issue?

Communication is key in many areas, including this one, and helps solve many issues. We need to make sure people understand and appreciate differences. We need to work together as a community to respect each other and we must punish those that will not respect each other.

Does the council have too much, not enough or the right amount of oversight of the school system?

I believe the council has the right amount of oversight of the school system, because I believe it is beneficial when many parties have a vested interest in the process. We must all work together to improve the educational system within Prince George’s County.

What qualifications do you possess that make you a worthy candidate?

I came to Prince George’s County in 1973 when I was in 4th grade, attended Pointer Ridge Elementary School, Thomas Pullen Junior High, Elizabeth Seton High School, and graduated from the United States Naval Academy. I care about Prince George’s County and it citizen and will work hard to improve the quality of life for everyone. I have lived the issues. The issues are my issues. Additionally, I have a wealth of knowledge and experiences that will enable me to positively help lead the direction of Prince George’s County for years to come. As the Deputy Director for the Management and Plans Division of the Office of the Judge Advocate General, I formulated long-range planning, resource allocation, budgeting, logistics, construction maintenance, and courtroom security for the infrastructure of the over 25 world-wide offices for more than a thousand legal personnel. I have reviewed and written legislation. Most recently as the Director, Reserve and Retired Personnel Programs for the Judge Advocate General of the Navy, I managed the 725 reserve lawyers and paralegals determining the appropriate location and number of personnel for all Naval Legal Offices. Because of my experience, leadership skills and team work ability I was also the Assistant for the Assistant Deputy Judge Advocate General of the Navy and the Deputy Commander Naval Legal Service Command. In addition to being a United State Naval Academy graduate, I earned an MBA from Golden Gate University, with a concentration in Management and Finance and a law degree from the Catholic University of America, Columbus School of Law.

What would you do to ensure the success of the county’s key economic development projects?

I would continue to work with the business community and all the stake holders. It is about teamwork and with teamwork and communication many things are possible.

What must be done to ensure the long-term success of Prince George’s Hospital Center?

I think that we should look at making it a teaching hospital. We should explore having a first rate teaching hospital connected with the University of Maryland Educational System or Bowie State University. What a win⁄win situation that may be for Prince George’s County.

What are the biggest challenges to significantly reducing crime in Prince George’s County?

One of the significant challenges in reducing crime in Prince George’s County is having enough trained police officers on the street and community involvement. The community must also start to take ownership of these challenges. Government, citizens, community organizations and businesses alike must work together to solve these issues.

Do you support allowing slots in Prince George’s? If so, where?

No

Do you support an east-west metro link and where should it go?

Yes, I support additional metro links. I support transportation and roads that support and complement economic development and serve the citizens’ need to travel from home to work to schools, to local amenities in and around the County. We need more from our transportation system than just getting us to and from subway stations during rush hour.

Should municipalities have more control over local zoning?

No, because we need to work as a county to improve Prince George’s County. I believe this is best done at the county level instead of the local level. We need a vision for the entire county, not piecemeal.
