Frederick

The Aircraft Owners and Pilots Association of Frederick named Craig Spence vice president of aviation security. Previously, Spence was program manager for Geospatial and Aerospace Systems with the Department of Homeland Security. He also worked for the Transportation Security Administration and is a colonel in the Air Force Reserve.

Montgomery

The Carl M. Freeman Cos. of Olney named Thomas Aiello chairman and CEO. Previously, Aiello was managing director with Alvarez & Marsal Taxand, founded Aiello & Associates, and worked for Arthur Andersen.

Gary Altman, founder of estate planning law firm Altman & Associates in Rockville, received the 2008 Norma Severns Leadership Award from the Financial Planning Association of the National Capital Area ‘‘in recognition of his contribution to the growth and improvement of the financial planning profession.”

Maier and Warner of Rockville named Pam Clark creative director. Previously, she led her own firm, Clark Concepts.

EntreMed Inc. of Rockville named Thomas H. Bliss Jr. senior vice president, corporate and business development. Previously, Bliss was executive director, licensing at Amgen and also worked for Baxter BioScience, Johnson & Johnson, Lehman Brothers, Donaldson, Lufkin and Jenrette, and SG Cowen.

The J. Craig Venter Institute of Rockville named Robert Friedman deputy director of its La Jolla, Calif., facility. Friedman was the institute’s vice president for public policy. He also worked for The Heinz Center and the federal Office of Technology Assessment. The institute also promoted Karen E. Nelson to director of human microbiology and metagenomics; Samuel Levy to director of human genomics; and Yu-Hui Rogers to vice president of core technology development and services.

Montgomery Housing Partnership in Silver Spring promoted Prajakta Kasbekar to project manager.

Richard James Phillips & Co. of Austin, Texas, named Robert P. Hopkins senior vice president and managing director of its new Washington, D.C., regional office in Bethesda. Previously, Hopkins was chief of strategic communications for NASA and also worked for the U.S. Environmental Protection Agency, the White House Office of Science and Technology Policy and the National Oceanic and Atmospheric Administration.

ExecuSuites I-270 Inc. of Rockville promoted vice president Diane Sheldon to president, succeeding Myron DeFries, who remains chairman.

Montgomery Hospice named Paul Nicholson board treasurer. Nicholson is vice president and CFO at Washington Adventist Hospital in Takoma Park.

The National Commission on Children and Disasters named Mark K. Shriver, vice president and managing director of Save the Children’s U.S. programs, first chairman. Shriver is a former state delegate from Bethesda.

Andrew Persily, a group leader at the National Institute of Standards and Technology in Gaithersburg, was installed as vice president of the American Society of Heating, Refrigerating and Air-Conditioning Engineers.

Ready Real Estate Washington Metropolitan Area in Silver Spring named Paul G. Zurkowski an agent and sales representative. Zurkowski is the founding president of the Information Industry Association, former publisher of Our Parish Times and founder of the Catholic Business Network.

The Student Press Law Center of Arlington, Va., named Reginald Stuart of Silver Spring a director. Stuart is a corporate recruiter for The McClatchy Co. Previously, he was a national desk correspondent for The New York Times and an editor with Knight Ridder newspapers.

Telkonet of Germantown promoted Jeff Sobieski to COO, succeeding Dottie Cleal. Previously, Sobieski, who joined Telkonet in 2007, was executive vice president of energy management. Earlier, he was chief information officer and co-founder of EthoStream and co-founded Interactive SolutionZ.

Goodman & Co. of Rockville promoted Cheryl Finkelstein to senior manager, Ryan Barnoski, Maria Capriglione and Brent Penfield to senior associate, and Peter Fisher and Sarah V. Morgan to supervisor.

Skanska USA Building of Parsipanny, N.J., named Robert Klein manager of human resources in its Rockville and Philadelphia offices. Previously, Klein was human resource manager for Bed Bath and Beyond.

Prince George’s

SunEdison of Beltsville promoted Brian Jacolick general manager, North America. Previously, Jacolick was vice president of sales.

Merrick Towle Communications of Beltsville promoted associate creative director Michael Yue and senior art director Roger Everhart to co-associate creative directors. Previously, Yue was associate creative director for Chandler Ehrlich. Everhart was vice president-director of merchandising for Sovereign Bank and also worked for Hutelmyer & Lavidge, Winters, Franceschi, Callahan, and Young & Rubicam.

State

The Maryland Stem Cell Research Commission elected Karen Rothenberg chairwoman and Brenda Crabbs vice chairwoman. Rothenberg, dean and Marjorie Cook professor of law at the University of Maryland School of Law, succeeds Linda Powers, who completed her two-year term. Crabbs is a former chairwoman of the Maryland chapter of the National Arthritis Foundation and a member of its medical and scientific council.

WYPR-FM of Baltimore elected Deborah Winston Callard board chairwoman. Callard is a former executive director of the Fund for Johns Hopkins Medicine and also worked for the Walters Art Museum and Centerstage.

The Hogan Cos. of Annapolis named Paul D. Ellington to its business development team. Ellington is a former president of GOPAC and chief of staff for then-Lt. Gov. Michael S. Steele. He also was executive director of the Maryland Republican Party.

Singer Equities of Glen Burnie promoted Donald Fritzinger to COO and named him a director.

Resolution Health of Columbia named Robert Hart chief technology officer and vice president of engineering. Previously, Hart was vice president of software development for SunGard Higher Education and senior director, software development for both McKesson Health Solutions and QuadraMed⁄Integrated Medical Networks.

The Maryland Rural Broadband Coordination Board elected Charles Ross of Oakland, president and CEO of the Garrett County Chamber of Commerce, chairman, succeeding Worcester County Commissioner Virgil Shockley.

Martin T. Fletcher, managing partner-elect of Whiteford, Taylor & Preston LLP of Baltimore was named to the board of the Economic Alliance of Greater Baltimore.

The Massachusetts Institute of Technology Enterprise Forum named Larry O. Collins to its Washington-Baltimore Board of Advisors. Collins is executive director of the Howard Technology Council. Previously, he was U.S. sales manager with L-Soft International Inc.

Elizabeth Morgan, superintendent of Washington County public schools, was named to the Maryland Public Broadcasting Commission.

Sourcefire Inc. of Columbia named John C. Burris, 53, CEO, effective July 14, succeeding E. Wayne Jackson III. Burris, a director since March, is head of worldwide sales and services at Citrix Systems. Previously, he was a vice president and general manager with Lucent Technologies and also worked for AT&T.

The trustees of the Maryland Hospital Association elected the following officers: chairman, Albert Counselman, chairman of St. Agnes Hospital, and chairman and CEO of Riggs, Counselman, Michaels & Downes in Baltimore; first vice chairman, Wayne R. Johnson, chairman of the Board of Governors of Garrett County Memorial Hospital in Oakland; board vice chairman, Laurence M. Conmed Healthcare Management of Hanover named CEO and president Richard W. Turner chairman, succeeding John Pappajohn, who remains a director. Before joining the company in 2006, Turner was president and CEO of Eyetel Imaging, president and CEO of BEI Medical, and president of the Healthcare Group for Cooper Cos.

Cannon Design in Baltimore named Susan R. Hinz an interior designer.
