Phillip Raines

Phillip William Raines, 58, of Gaithersburg died of liver failure and gastrointestinal bleeding on July 4, 2008, at Shady Grove Adventist Hospital in Rockville.

Born Dec. 23, 1949, in Munich, Germany, he was the son of the late William Raines and Stella Matsui.

He was the husband of Dr. Martha Kern.

Mr. Raines attended the University of Maryland in Munich, Germany, for two years and in College Park for two years and earned a master’s degree in speech and language pathology from the University of Maryland, College Park. He was a member of the Board of Trustees of the Wagner Society of Washington, D.C., for 10 years.

Survivors in addition to his wife include two stepdaughters, Kelley Singer of Silver Spring and Carrie Singer and husband, Scott Weaver of Bethesda.

Viewing will be 2-4 p.m. and 6-8 p.m. on Friday at DeVol Funeral Home, 10 E. Deer Park Drive, Gaithersburg. A funeral service will be at 3 p.m. Saturday at the Gaithersburg Inn, 104 Russell Ave., Gaithersburg.
