Montgomery
BAE Systems of Rockville named retired Marine Gen. Anthony Zinni acting president and CEO, succeeding Walter P. Havenstein, effective today. Havenstein is staying with BAE Systems until Sept. 20, when he will become CEO of Science Applications International Corp. of San Diego. Zinni, already a BAE director, was also named chairman. Previously, Zinni was executive vice president of DynCorp International and president of international operations for M.I.C. Industries.
Marriott ExecuStay of Bethesda promoted Chris Cramer to regional sales manager for the Insurance Housing Solutions division, Mid-Central terri tory, which comprises Indiana, Ohio, Kentucky, Tennessee and Missouri. Cramer joined ExecuStay in 2007.
Fuad El-Hibri, chairman and CEO of Emergent BioSolutions of Rockville, and Ronald Paul, chairman and CEO of EagleBank & Ronald D. Paul Cos. of Bethesda, were among the seven Greater Washington regional winners of the Ernst & Young LLP Entrepreneur of the Year awards for 2009.

Dawn Bennett of Chevy Chase, CEO of Bennett Group Financial Services of Washington, was No. 5 on Barron's annual Top 100 Women Financial Advisers list.

Rosaline Langley-Fraser, a family physician in Berwyn Heights, won a District of Columbia Gold Star from insurer Unison Health Plan of the Capital Area.

MacKenzie Capital of Baltimore named George D. Decker a senior vice president in its debt and equity placement practice. Previously, Decker was a division manager and senior vice president at Provident Bank and a commercial real estate loan officer for four years at First National Bank of Maryland.
Manekin of Columbia named Jewell Hines of Columbia an asset manager.
Thomas P. Rice, principal and co-founder of Columbia Investments of Baltimore, was elected a director of Par Pharmaceutical Cos. of Woodcliff Lake, N.J.
Davis, Agnor, Rapaport & Skalny of Columbia named Tony Salazar a lawyer in its banking and financial institutions, and business and transactional practice groups. Previously, Salazar was deputy general counsel at Provident Bank.
Harry Leider, senior vice president and chief medical officer of Ameritox in Baltimore, was elected president and chairman of the American College of Physician Executives.
Jerald B. Lurie, a member of Adelberg, Rudow, Dorf & Hendler of Baltimore, was elected executive vice president-operations of Oheb Shalom Congregation in Baltimore.
