Bill Owen of Kensington wants a speed hump installed on Decatur Avenue where he lives, but said the approval process is so difficult he is reluctant to even try. County Executive Isiah Leggett has proposed loosening the difficulty of getting a speed hump installed. The proposal, which will be taken up by the County Council, is already garnering support and complaints from people on opposite sides of the hump.
