Master Key Consulting of Bethesda named Doug Lott director of technical solutions for its government solutions division. Lott previously worked for Master Key until 2004. He then worked for the Department of Homeland Security, the Transportation Security Administration, Unisys Corp. and General Dynamics IT. He is also a retired Marine captain.
AFI-Discovery Channel Silverdocs Festival of Silver Spring promoted Sky Sitney to artistic director. Before joining Silverdocs as programming director in 2005, Sitney was programming director at the Newport (R.I.) International Film Festival, film programmer at the New York Underground Film Festival, and co-founder and curator for the Fresh Film Series at the Anthology Film Archives in New York. She also worked for C-Hundred Film Corp. and Fine Line Features.

InfraTrac of Silver Spring named Harvey E. Bale Jr. to its board of advisers. Previously, Bale was director-general of the International Federation of Pharmaceutical Manufacturers & Associations.
Bob Dickman and Jack McShea of McShea & Co. of Gaithersburg were named No 1. among the Top Ten Leasing Agents in Maryland for 2008 and also won the Lease Transaction of the Year Award for 2008 from the Greater Washington Commercial Association of Realtors.

Tim O'Ferrall and Donna De Marco formed The O'Ferrall Group, a public relations and marketing company in Elkridge. O'Ferrall is CEO; previously, he was founding publisher of Corridor Inc. De Marco, chief communications officer, was founding managing editor of Corridor.
