Frederick

Farmers Cooperative Association Inc. of Frederick promoted Richard E. Rutherford Jr. to general manager, succeeding Chester E. Martin, who retired. Also, Richard A. O’Hara was promoted to assistant general manager and Amy C. Stephens was promoted to show sales manager.

Montgomery

Foley & Lardner LLP of Washington, D.C., named Erika Morabito a partner in its business reorganizations practice.

Barbara Krumsiek, president and CEO of Calvert Group of Bethesda, and Martin Mayorga, president of Mayorga Coffee of Rockville, won 2008 Latino Economic Development Awards from the Latino Economic Development Corp. of Washington, D.C.

Bank of America promoted Cindy Flanders to global commercial banking executive for the mid-Atlantic region in its Rockville office, covering Virginia, Maryland, Delaware, Pennsylvania, southern New Jersey and Washington, D.C. Previously, Flanders, who has been with the bank and its predecessor organizations for more than 30 years, was a commercial banking executive for Maryland, Washington and northern Virginia.

Prince George’s

Melwood Horticultural Training Center of Upper Marlboro named Joel Pagliarello of Fairfax, Va., senior vice president of contract services; Kristin Rocks of Baltimore director of its children and family services department; Orlie Reid Jr. of Waldorf director of its clinical services department; and Antionette Doublin of Waldorf director of community living. Previously, Pagliarello worked for Nish; Rocks was autism waiver facilitator with Baltimore County Public Schools and also worked for the League for People with Disabilities and the Kennedy Krieger Institute; Reid was a program director at Progressive Life Center and vice president of operations for Crawford Consulting and Mental Health Services; and Doublin was director of mental health and case management at National Health and Nutrition Examination Services.

State

Constellation Energy Partners LLC of Baltimore promoted Stephen R. Brunner from COO to president and CEO, succeeding Felix J. Dawson, who remains chairman of the Board of Managers. Charles C. Ward was named CFO and Michael B. Hiney was promoted from controller to chief accounting officer. Angela A. Minas resigned as CFO, chief accounting officer and treasurer. Before joining Constellation Energy Commodities Group Inc., Brunner was executive vice president of operations for Pogo Producing Co. and also worked for Zilkha Energy, Chevron Corp. and Tenneco Oil. Ward worked for Enron North America, El Paso Energy and Tenneco. Hiney worked for El Paso Exploration & Production Co.

Crestline Hotels & Resorts Inc. of McLean, Va., named Daniel P. Sparacino as director of sales and marketing at the Sheraton Annapolis Hotel. Previously, Sparacino was area director of sales and marketing for the Kor Hotel Group and also worked for Accor Hotels, Starwood Hotels & Resorts and Wyndham Hotels & Resorts.

Crosby Marketing Communications of Annapolis named Karin Jorgensen an account executive with its public relations team. Previously, Jorgensen was an associate at Citigate Cunningham. Crosby also promoted the following: Amy Hitt to vice president, production services; Matthew Kaler to art director; Julian Hernandez to senior account executive; Shannon Benil to accounting manager; and Pamela Fasolo to assistant production manager.

Miles & Stockbridge PC of Baltimore named Timothy A. Hodge Jr. a partner. Previously, Hodge was a partner with Tydings & Rosenberg LLP and chief legal officer of 180s Inc.

McLean, Koehler, Sparks & Hammond named the following to its certified public accountant and technology consulting divisions: Jason A. Carpenter of Catonsville a senior accountant and Igor Karpoff of Elkridge a staff accountant, both in its Hunt Valley office; Christian P. Walter of Gaithersburg an in-charge accountant and Emily J. Bizzarri of Fairfield, Pa., a staff accountant, both in its Frederick office. Also, the firm named Curtis Petty of Lutherville a field engineer and Jason R. Cantrell of Westminster an information technology specialist with its Tier One Technology Partners division in Hunt Valley.
