Plamondon Enterprises of Frederick named Jeff Mulliken director of procurement. Previously, Mulliken was vice president of purchasing for Hyatt Hotels and also worked for Avendra LLC, Marriott International and Roy Rogers restaurants.

Stein, Sperling, Bennett, De Jong, Driscoll & Greenfeig of Rockville named Julie B. Christopher a member of its family law group and Jamie M. Hertz a member of its civil litigation group. Previously, Christopher practiced in Baltimore and clerked for the U.S. Bankruptcy Court in Baltimore and Circuit Court for Anne Arundel County. Hertz practiced in Washington, D.C.
The National Institutes of Health Federal Credit Union in Rockville named Juli Anne Callis president and CEO, succeeding Lindsay A. Alexander, who retired. Previously, Callis was executive vice president and COO of Keypoint Credit Union and president of Keypoint Financial Services. She also worked for Langley Federal Credit Union.
Mason Dixon Funding of Rockville named the following loan officers: Darren Chamblee of Annandale, Va.; Chris Sipe of Frederick; Paul Harsanyi of Washington, D.C.; and Harris Rosenblatt of Rockville, who previously worked for Clark Financial and Fieldstone Mortgage Co.
Snyder Cohn of Bethesda promoted Stephen G. Perry to partner. Perry joined the firm three years ago.
Lakewood Country Club in Rockville named Ian Altman board president. Altman is president and CEO of ITM Associates.
The American Film Institute promoted Ray Barry to director of the AFI Silver Theatre and Cultural Center in Silver Spring, succeeding Murray Horwitz. Previously, Barry was deputy director and chief administrative officer. He also was head of the AFI National Film Theatre at The Kennedy Center.
MainStream GS of Bethesda promoted Alan Horowitz to president and Joseph Patten to chairman. Previously, Horowitz was senior vice president of public sector programs. Patten is managing partner of MainStream Holdings.
MCT Federal Credit Union in Rockville promoted Robin Bates to vice president of lending. Previously, Bates was mortgage operations manager. Earlier, she was vice president of consumer and mortgage lending at Mercantile Potomac Bank.

Clinical Trials & Surveys of Baltimore added the following biostatisticians: Terry A. Cox, an ophthalmologist who worked at Preventive Medicine and the National Eye Institute; Zhibao Mi, formerly a senior biostatistician with Precision Therapeutics; and Zhaoyu Luo, who worked with Sanofi-Aventis and Merck & Co.
Neuralstem of Rockville named James Sasser, a Democratic former U.S. senator from Tennessee, to its advisory board. He will be senior adviser on China.
Avatech Solutions of Baltimore named Aris Melissaratos, 65, a director. Melissaratos is senior adviser for enterprise development to the president of Johns Hopkins University and chairman of the ArMel Group. He is a former secretary of the state Department of Business and Economic Development and was chief technology officer at Westinghouse and corporate vice president for Thermo Electron Corp.
