Officers responded to the 18300 block of Lost Knife Circle at about 6:16 p.m. and found a 51-year-old victim suffering from a laceration on his forehead.

The victim told police he’d been talking with friend in the parking lot of an apartment building. Four people approached and asked him for a dollar and a cigarette, according to a statement from the Montgomery County Police Department.

When the victim said he had neither, the four punched him and knocked him to the ground before one of the attackers stole the victim’s cellphone. The victim was taken to a local hospital and treated for bruises and the wound on his forehead, according to police.

A witness took pictures of the attackers fleeing the scene, as well as their getaway vehicle and its tag number, and described them to officers, police said.

Police located the still-occupied vehicle in the parking lot of Lakeforest Mall and stopped the vehicle in Rockville. Officers identified and arrested two men — Taizye Chirwa, 31, of Montgomery Village and Pedram Mariani, 26, of Rockville.

Both men were charged with conspiracy, robbery, first- and second-degree assault and conspiracy to commit first- and second-degree assault. Mariani also was charged with possession of marijuana and resisting arrest, according to online court records.

Attorney information was not listed for either man in online court records.

Police also have obtained an arrest warrant for Alhassane Coulibaly, 23, of Gaithersburg, in connection with the incident.
