Medifast of Owings Mills named Edward J. Powers interim CFO, following the resignation of Brendan Connors. Powers joined Medifast as senior controller in 2011.

The Rockville Economic Development board elected Ray Whalen chairman and Paul Newman and Susan Prince vice presidents. Whalen is founder of Whalen Properties; Newman is associate director of computer systems at Westat; and Prince is CEO and founder of Cadence Marketing.

The Maryland-National Capital Building Industry Association in Silver Spring elected Brian Allan Jackson president. Jackson is a partner with EYA of Bethesda.

CBRE promoted Peter Carroccio to managing director for suburban Maryland in its Bethesda office, effective Jan. 2. Before joining CBRE in 2007, Carroccio was regional managing director of the Washington, D.C., region for GVA Advantis and senior vice president at Transwestern Commercial Services.

Emergent BioSolutions of Rockville promoted Robert G. Kramer to CFO, succeeding R. Don Elsey, who is resigning. Kramer, who also will remain executive vice president, corporate services division, joined Emergent in 1999 as CFO, before retiring in 2010 and then rejoining the company in September.

Bozzuto Management of Greenbelt named Stephanie L. Williams senior vice president of planning and advisory services. Previously, Williams was a development manager for Bozzuto Development.

Shore Bancshares of Easton promoted Patrick M. Bilbrough, 48, of Greensboro to president and CEO of the Talbot Bank, succeeding William W. Duncan, who is retiring Dec. 31. Before joining the bank in 2011 as executive vice president, Bilbrough was market executive of PNC Bank, executive vice president and CFO of the Mercantile Eastern Shore Bank, and president and CEO of the Peoples Bank of Maryland.

Planit of Baltimore named Caitlin Murphy social media supervisor, Scott Shulim a copywriter and Adam Aud a designer. Previously, Murphy was media relations supervisor at Mullen Advertising. Aud was senior designer for CDR Fundraising Group.
