Mildred Elaine Dowell Phipps, 83, of Kearneysville, W.Va., died Sept. 19, 2012, at Canterbury Center in Shepherdstown, W.Va.

She was born June 27, 1929, in Sunderland to the late James Albert Dowell and Bertha Turner Dowell.

She was of the Christian faith. She loved to watch her grandsons play sports throughout their school years, and was an avid Orioles fan. She also loved vacationing in Ocean City.

She was preceded in death by her sisters, Doris Gibson, Jeannetta King and Virginia Sheckells; and brother, Leroy Dowell.

She is survived by her loving husband of 64 years, John M. Phipps Sr.; son, John M. Phipps Jr. and his wife, Donna Walker Phipps, of Kearneysville, W.Va.; grandsons, Bradley M. Phipps and his fiancee, Tracy Roberts, and Matthew J. Phipps; and brother, William Dowell of Sunderland.

Family received friends Sept. 24 at Eackles-Spencer & Norton Funeral Home in Harpers Ferry/Charles Town, W.Va., where services were held Sept. 25 with the Rev. Joanna Marceron officiating.

Interment was at Pleasant View Memory Gardens in Martinsburg, W.Va.
