The Horizon Foundation of Columbia named Ian Kennedy of Columbia communications director. Previously, Kennedy was deputy chief of staff to Howard County Executive Ken Ulman.

Davis, Agnor, Rapaport & Skalny of Columbia named Krysta Huxford of Columbia director of marketing and business relations. Previously, Huxford was vice president of youth programs at Leadership Howard County.

The Foundation Fighting Blindness of Columbia named Steven D. Alper of Towaco, N.J., a director. Alper is a managing director at Barclays Wealth and Investment Management in New York.

I3 Analytics of Columbia named Will Zerhouni president and CEO; Archna Bhandari vice president of data and analytics; Kirk Baker vice president of technical development; and David Mir vice president of strategy and business development. Previously, Zerhouni was an associate at Covington & Burling and Kirkland & Ellis, and an assistant U.S. attorney for the Southern District of Florida. Bhandari was a senior manager at Attain. Baker was a senior consultant at Attain and Collexis Holdings. Mir worked for American Express, Genworth Financial, AOL and Johns Hopkins Hospital.

SnailWorks of Gaithersburg named Mary Louise Delarosa a developer and test engineer, and Carly Lewis to its client services and support team.

The Washington Metropolitan Area Corporate Counsel Association named Dean A. Manson its 2012 Outstanding Legal Officer and Jeffrey Lobb its 2012 Outstanding In-House Counsel. Manson is executive vice president, general counsel and secretary of Hughes Network Systems of Germantown and its parent, EchoStar. Lobb is assistant general counsel with Choice Hotels International of Silver Spring.

Host Hotels & Resorts of Bethesda named Sheila C. Bair a director. Bair was chairwoman of the Federal Deposit Insurance Corp. from 2006 to 2011.

New Enterprise Associates of Chevy Chase named Dayna Grayson a partner. Previously, Grayson was an investor at North Bridge Venture Partners and also worked at Blackbaud and Cap Gemini Ernst and Young.

The Greater Capital Area Association of Realtors named Patrick Weed Realtor of the Year for 2012. Weed is a broker and owner of Patrick Realty in Kensington.

Sandy Spring Bank of Olney promoted Todd Ellis to president of subsidiary Sandy Spring Insurance. Ellis joined Sandy Spring Bank in 1999.

Comcast SportsNet Mid-Atlantic of Bethesda named Nicole Darin an anchor and reporter for its daily news program, "Geico SportsNet Central." Previously, Darin was with Comcast SportsNet Chicago; WTSP-TV in Tampa, Fla.; WBTV-TV in Charlotte, N.C.; WCBL-TV in Rock Hill, S.C.; KAWE-TV in Bemidji, Minn.; and KRDO-TV in Colorado Springs, Colo. It also named Gary Williams a college basketball analyst. Previously, Williams was head coach of the University of Maryland, College Park men's basketball team.

American Capital of Bethesda named Paul Hanrahan CEO, Rich Santoroski managing director and Rajeev Garside vice president, all of American Capital Infrastructure. Previously, Hanrahan was president and CEO of AES. Santoroski was executive vice president AES and also worked for New York State Electric and Gas. Garside was an operating partner with Potomac Energy Fund and also worked for AES.

The Rockville Economic Development board elected Ray Whalen chairman and Paul Newman and Susan Prince vice presidents. Whalen is founder of Whalen Properties; Newman is associate director of computer systems at Westat; and Prince is CEO and founder of Cadence Marketing.

Walker & Dunlop of Bethesda named Andrew Florance and Michael Malone directors. Florance, 49, founded CoStar Group and is its president and CEO. Malone, 59, is former managing director at Fortress Investment Group and Bank of America.

Calvert Investments of Bethesda named Amy Mathis director of relationship management. Previously, Mathis was senior vice president, head of client relations group, at Advisors Asset Management and also worked for Lincoln Financial Distributors and Evergreen Investments.

Lerch, Early & Brewer of Bethesda named Ann Marie Mehlert of Chevy Chase to counsel. Mehlert, 54, focuses on commercial real estate. Previously, she practiced at Garson Claxton.

Prince George’s

Housing Initiative Partnership of Hyattsville named Maryann Dillon executive director of it and its sister organization, HIP Services, succeeding founder Mosi Harrington. Previously, Dillon was director of real estate development at the Housing Opportunities Commission of Montgomery County, senior vice president at Bank of America Community Development and director of the Housing Services Department at Enterprise Community Partners.

State

Todd Schubert, senior vice president with Transamerica's financial solutions group in Baltimore, was elected a board member of the American Bankers Insurance Association.

The Zolet Lenet Group at Morgan Stanley in Lutherville named Robert Friedman of Owings Mills group administrator in its wealth management team. Previously, Friedman was complex service manager for the Baltimore Complex.

SECU of Linthicum named Krystal Delaney of Glen Burnie assistant manager of its University of Maryland, Baltimore, branch. Previously, Delaney was an assistant manager at TD Bank and also worked for SunTrust Banks and the Regulus Group.

WYPR of Baltimore promoted Joel McCord to news director. McCord had been a reporter for the radio station since 2003. Previously, he was a project manager for Four Rivers, a reporter and editor for The Baltimore Sun and a reporter for Capital Gazette Newspapers.

Silverman, Thompson, Slutkin & White of Baltimore named Jamison White and Alex Brown partners.

Guy Flynn, a partner in DLA Piper’s Baltimore office, was elected to the board of governors of the Center Club in Baltimore.

Melissa Pitchford, CFO of Katzen Eye Group of Lutherville, was elected president and chairwoman of the Maryland Medical Group Management Association.

Premier Rides of Baltimore named Pete Barto sales director. Previously, Barto worked for Lednor, Network Media Partners and IAAPA.

Gilman School of Baltimore promoted Henry Smyth to headmaster from assistant headmaster. Previously, Smyth worked for St. Patrick’s Episcopal Day School, the Head-Royce School and St. Albans School.

Stephen Milner, director of the Johns Hopkins Burn Center in Baltimore was recognized by the James R. Jordan Foundation International for the medical care and education he provided to burn patients and medical professionals in Kenya.

Mortgage Network of Danvers, Mass., named Kathryn Fitzmaurice a loan officer in its Timonium office. Previously, Fitzmaurice owned Diversified Mortgage and worked for Eastern Savings Bank and Household Finance/Bank.

Taylor Fields, a commercial leasing representative with James F. Knott Realty Group of Timonium, was one of 13 young professionals to receive the 2012 Developing Leaders Award from NAIOP, the Commercial Real Estate Development Association.

Warschawski of Baltimore named Mark Ludwig senior design developer. Previously, Ludwig was a graphic designer and Web developer at Direct Dimensions and also worked for CurlyRed.

Floura Teeter Landscape Architects of Baltimore named Zachary Baier of Towson a landscape designer. Previously, Baier worked at Pennsylvania State University.

Curtis Bay Energy of Baltimore named Charles Leonard president and COO, and Chris Scherer CFO. Previously, Leonard was president and CEO of TrashMasters, senior vice president of operations for Casella Waste Systems and senior vice president of U.S. operations for Laidlaw Waste Systems, and also worked for Browning-Ferris Industries. Scherer was director of budgeting, forecasting and operational support at Casella Waste Systems, and regional controller at Allied Waste Industries.

Ayers Saint Gross of Baltimore named Cooper Melton an architect in its student life studio; Jack Hulme a senior environmental graphic designer; Denise Clapp marketing systems manager; and Stephanie Theis a member of its marketing and business development division. Bonnie K. Heneson, president of Bonnie Heneson Communications of Owings Mills, won the Community Health Charities 2012 Joseph Forni Award for "dedicated service and commitment." Heneson has been a board member since 2010.
