Fortress International Group of Columbia named Ken Schwarz CFO, succeeding Timothy C. Dec, who resigned. Previously, Schwarz was CFO of Primus Telecommunications Group, president and CFO of Simplexity and president, consumer solutions, executive vice president and CFO of Intersections. He also worked for WinStar Telecommunications, Cable & Wireless, TeleSpectrum, Unitel Communications, National Telephone Services, MCI and Deloitte & Touche.

Charles Schwabe, executive vice president and chief administrative officer of Howard Bank of Ellicott City, was named chairman of Maryland Bank Services, a subsidiary of the Maryland Bankers Association.

Frederick

U.S. Silica Holdings of Frederick named Donald A. Merril, 48, vice president of finance, and CFO on Jan. 1, succeeding William A. White, who is retiring. Previously, Merril was senior vice president and CFO of Myers Industries, and vice president and CFO of the Rubbermaid home products division of Newell Rubbermaid. Also, Brian Slobodow is resigning as chief administrative officer, effective Oct. 7.

Montgomery

Greysteel of Bethesda named Gil Neuman managing director. Previously, Neuman founded the retail investment sales division of KLNB Retail.

Northwest Biotherapeutics of Bethesda named Gunter Rosskamp CEO of its German subsidiary, Northwest Biotherapeutics Gmbh. Previously, Rosskamp was head of central nervous system therapeutics at Schering and vice president of life sciences and chemicals at the German Industrial Investment Council.

Walker & Dunlop of Bethesda named Douglas C. Blake senior vice president of its closing department. Previously, Blake was national head of closing and construction loan administration at Berkeley Point Capital and also worked for Capri Capital and Aries Capital.

Creative Dispute Resolutions of Gaithersburg named Stephen P. Johnson and Gale E. Rasin mediators and arbitrators. Johnson is a former Montgomery County District Court judge; Rasin is a former Baltimore City Circuit Court judge.

AVF Consulting of Towson promoted Lori Ricard to project coordinator of its ChargeLogic division and named April Roberts as office manager, succeeding Ricard. Before joining AVF in 2007, Ricard was assistant project manager for R. Christopher Goodwin and Associates. Roberts was business coordinator for the University of Maryland Alumni Association.

T. Rowe Price Group of Baltimore named Robert Higginbotham head of global institutional services in London, effective Oct. 1, succeeding Todd Ruppert, who retired in June. Previously, Higginbotham was CEO for the Europe, Middle East and Africa, and Latin America regions for Fidelity Worldwide Investment. He also worked for Schroder Investment Management.

Health Solutions of Owings Mills promoted Terry Karjalainen to director, research and outcomes.

Chesapeake Urology Associates of Owings Mills named Anup R. Shah a staff urologist in its Good Samaritan Hospital and Franklin Square Hospital offices in Baltimore. Previously, Shah was chief resident in urology at the University of Washington Medical Center.

Bank of America of Charlotte, N.C., promoted David Millman of Owings Mills to president of its Maryland and Baltimore market, succeeding William Couper, who is retiring. Millman joined the bank in 1981.

Sinclair Broadcast Group of Hunt Valley named Michael Simon director of advanced technology for its television group. Previously, Simon was manager of advanced technology for Rohde & Schwarz and also worked for Harris Corp.
