Damascus Community Bank named William F. Willard Sr. a director. Willard is an owner, partner or manager of Willard Agri-Science, SynaTek, Willard Automotive Management and his family's farm. Also, co-founder J. Daniel Rawlings left the board after 24 years.

Sucampo Pharmaceuticals of Bethesda named Dipak Panigrahi vice president, medical affairs. Previously, Panigrahi worked for Provision Pharmaceutical Consulting, QLT, Alcon Laboratories and Merck & Co. Sucampo also named Silvia Taylor senior vice president of investor relations, public relations and corporate communications. Previously, Taylor worked for MedImmune and Pfizer.

Alliance Partners of Chevy Chase named Jay Squiers managing director, and Jim Lyons and Drew Hayes directors of its new equipment finance lending division. Previously, all three worked for CSG Investments.

Lockheed Martin named Christopher E. Kubasik vice chairman, a newly created position. Kubasik, 51, is president and COO, and is slated to become CEO on Jan. 1. Lockheed also announced two promotions: Rick Ambrose to vice president and deputy in its Space Systems Co.; and Tim Reardon, who succeeds Ambrose as head of Information Systems & Global Solutions-National.

Prince George's

Capitol College of Laurel named Haden Land a trustee. Land is vice president of engineering and chief technology officer at Lockheed Martin's Information Systems & Global Solutions-Civil business.

State

Pennoni Associates of Philadelphia named Katharine Arner a senior bridge engineer in its Baltimore transportation division. Previously, Arner was a project manager for the Michael Baker Corp.

Adelberg, Rudow, Dorf & Hendler of Baltimore named Jay L. Lenrow of Lutherville of counsel. Previously, Lenrow co-founded Lenrow, Kohn & Oliver, and was a state assistant attorney general, associate general counsel for McCormick Properties, and vice president and general counsel of Combined Properties.

The Maryland Section of the American Society of Civil Engineers named Thomas G. Sprehe its 2012 Engineer of the Year in recognition of his “engineering expertise, professional achievements, industry leadership and civic activities.” Sprehe is senior vice president with KCI of Sparks.

Saul Ewing of Baltimore named Andrew H. Segall special counsel in its business and finance, corporate and real estate practices. Previously, Segall was assistant general counsel for Corporate Office Properties Trust.

Susquehanna Bank of Lititz, Pa., named James D. Witty regional president for the Baltimore area and Eastern Maryland. Previously, Witty was senior vice president-commercial banking unit manager for PNC Bank and also worked for Mercantile Bank.

The Pro Bono Resource Center of Maryland in Baltimore named the following winners of its 2012 Maryland Pro Bono Service Awards: Peter Holland, a solo practitioner; Melissa L. Mackiewicz of DLA Piper; and J. Harrison Phillips III, a solo practitioner. Also, the Young Lawyer's Section Alex Fee Memorial Award went to Lisa A.
