A North Beach man was issued a criminal summons May 9 for allegedly engaging in sexual conduct with a girl in July and September of 2011 when she was 13 years old.

The Calvert County Sheriff’s Office began an investigation after Dfc. Bradley responded to a Dunkirk home March 4 for a report of a sex offense involving a 14-year-old girl and a 19-year-old man. The offenses happened when the girl was 13 and the man was 18.

Bradley spoke to the girl on April 6, who said she engaged in sexual conduct with Raynard L. Francis the previous summer. The girl said she has known Francis for two years. On July 1, 2011, the girl went with her cousins to a Chesapeake Beach home to visit a friend and Francis was there. She said there was alcohol at the house and she drank what she believed to be vodka, deputies said.

At about 11:30 p.m. that day, the girl went to bed in a guest bedroom. Francis then came in the room, got into the bed the girl was in and began kissing and touching her, according to charging documents. The girl repeatedly told Francis to stop and tried to push him away, deputies said, and Francis continued to ask the girl to have sex with him. Deputies said “eventually she agreed” and had sex with Francis.

The girl saw Francis again on Sept. 9, 2011, at a birthday party in Chesapeake Beach. When the girl decided to go to bed, Francis allegedly followed her into the bedroom and pressured the girl until she agreed to have sex with him, according to charging documents. The same events occurred on Sept. 10, 2011, deputies said.

While deputies were on their way May 3 to where Francis worked, they saw him walking on Route 261, charging documents state. Deputies said they asked Francis to talk to them and he agreed. Francis said he did know the girl and “is just friends with her.” He said he has not spoken to the girl in several months and they had a physical relationship, according to charging documents. Deputies said they asked Francis if he knew the girl’s age, and he allegedly said he did.

Francis was charged with three counts of fourth-degree sex offense. A preliminary hearing for Francis is scheduled for June 11.
