USEC of Bethesda named Mary Pat Salomone a director. Salomone is senior vice president and COO at Babcock & Wilcox. She succeeds Michael S. Taff, who resigned as CFO of Babcock & Wilcox, which has the right to elect a USEC director.

ProShares of Bethesda named Stephen Sachs head of capital markets. Previously, Sachs was director of trading with Diamond Hill Capital Management and Rydex Investments.

Global Environment Fund of Chevy Chase named Dwight O’Donnell and Nick Morriss senior investment partners and Peter Tynan managing director of sustainability. Previously, O’Donnell worked for the International Finance Corp., Morriss was co-founder and managing partner of EMAlternatives, and Tynan was a partner at Dalberg Global Advisors.

Michelle Reed, a vice president and portfolio manager with McShea Residential of Gaithersburg, was named 2011 Accredited Residential Manager of the Year by Chapter 92 of the Institute of Real Estate Management. Connie Patterson-Norris, COO of McShea, won the 2011 Alvin L. Sussman Award from the Property Management Association.

Scheer Partners of Rockville named Kenneth Luchs, 73, of Potomac senior vice president. Previously, Luchs was president and CEO of Shannon & Luchs.

Earth Networks of Germantown named Thomas Spendley vice president of engineering. Previously, Spendley was vice president of software development at Thomson Reuters and also worked for Norwest Corporate Trust Services and CSC.

ASRC Federal Holding of Greenbelt named William Hassler senior vice president of business development. Previously, Hassler was director of business development at SRA International and also worked for Galaxy Scientific, CSC and Unisys.

First Mariner Bancorp of Baltimore named Michael R. Watson interim, nonexecutive chairman, succeeding Chairman, CEO and founder Edwin F. Hale Sr., who retired Dec. 22. Watson, a director since 1998, is president of the International Maritime Pilots' Association and the American Pilots' Association, and former chairman of the Baltimore branch of the Federal Reserve Bank of Richmond, Va. Mark Keidel, president and COO, will be interim CEO.

Daft McCune Walker of Towson named Hank Alinger director of design services for its Towson, Frederick and Berlin offices. Previously, Alinger was an associate principal and studio leader at EDSA, and a principal with HNTB and LDR International.

Alliance, a Baltimore nonprofit, named John Hill CEO. Previously, Hill was CEO and director for Comprehensive Care and also worked for Sheppard Pratt Hospital and American Psychmanagement.

Remedi SeniorCare of Baltimore named Corey Gauff senior vice president of sales and account management. Previously, Gauff was Southeast division vice president of sales for Apria Healthcare and also worked for Wyeth Consumer Healthcare and Abbott Laboratories.

Proteus Technologies of Annapolis Junction named Joseph Petti vice president, health care solutions.

Colliers International of Baltimore named Emily Miley of Sparks assistant vice president of engineering and project management. Previously, Miley worked for Heery International.
